About National Clearinghouse on Abuse in Later LIfe (NCALL)

Since 1999, the National Clearinghouse on Abuse in Later Life (NCALL), a national project of the Wisconsin Coalition Against Domestic Violence, has provided training and technical assistance on abuse in later life and elder abuse to many audiences, including domestic violence and sexual assault programs, aging bureaus, adult protective services, criminal justice entities, health care providers, and legal personnel. Staff is available to respond to questions, review materials, and participate on state and national advisory committees.

NCALL provides information about programming, outreach, collaboration, and policy development related to abuse in later life and elder abuse. Many resources are available to download at no cost on NCALL’s website, www.ncall.us.  Since 2002, NCALL has been the technical assistance provider for the Department of Justice, Office on Violence Against Women’s Enhanced Training and Services to End Violence Against and Abuse of Women Later in Life Program grantees.

As the Director of the National Clearinghouse on Abuse in Later Life (NCALL), Bonnie Brandl, MSW, oversees NCALL’s administrative functions; acts as a liaison for national elder abuse, domestic violence, sexual assault and aging networks; oversees and provides national technical assistance, training, program development, and support regarding abuse in later life.

Bonnie has worked with battered women for over 24 years. She co-authored a book titled “Elder Abuse Detection and Intervention:  A Collaborative Approach.”  Her numerous published articles and manuals on abuse in later life have been distributed throughout the country.  For more than a decade, she has presented at national, regional, statewide and local conferences on domestic violence and elder abuse. Bonnie has a Masters in Social Work from the University of Wisconsin—Madison.  Bonnie’s office is located in Boulder, Colorado.

As the Abuse in Later Life Project Coordinator for the National Clearinghouse on Abuse in Later Life, Deb Spangler is responsible for nationwide leadership with the Office on Violence Against Women (OVW) grantees and other interested individuals on enhancing safety and the quality of life of older victims and survivors. She has provided technical assistance, training, and consultation on abuse in later life both in Wisconsin and nationally since December 2000.

Prior to that, Deb was employed for 10 years at the local domestic abuse program in Madison, Wisconsin.  There, in addition to providing direct client services, she developed several programs including the Abuse in Later Life Program, the Rural Outreach Program, and the Health Care Advocacy Program. 

For five years, Deb provided staffing to the Dane County, Wisconsin, Commission on Sensitive Crimes, Coordinated Community Response Task Force providing leadership and guidance to its seven sub-committees.  She was instrumental in the formation of the Dane County Joint Coordinating Committee on Elder Abuse and Neglect. Deb works in NCALL’s Madison office.

Linda Dawson, J.D., is the Elder Justice Coordinator for the National Clearinghouse on Abuse in Later Life (NCALL). Linda is responsible for nationwide leadership within the criminal and civil justice systems on enhancing safety and the quality of life of older victims and survivors of elder abuse, neglect and financial exploitation. In addition, she provides training and technical assistance, as needed, to professionals throughout the country, including Office of Violence Against Women (OVW) grantees and the NCALL Tribal project. 

Before going to law school, Linda was a teacher and consultant in Madison, Wisconsin and Seattle, Washington.  She began her legal career as a prosecutor in the Dane County District Attorney’s Office in Madison, Wisconsin. She then was the Deputy Chief Legal Counsel for the Wisconsin Department of Health and Family Services. Until January, 2010, Linda was a shareholder in the Health Care Department at Reinhart Boerner VanDeuren, s.c. 

Linda has extensive experience and expertise working in the area of elder abuse, including domestic abuse and sexual assault. She has additional experience working with Coordinated Community Response Task Forces, criminal and civil legal systems, regulatory health care and enforcement systems, and inter-governmental agencies.She has been a frequent presenter, a national trainer, and facilitator on issues related to elder abuse prevention and intervention.  She is the author of “Preventing Abuse and Neglect in Health Care Settings:  The Regulatory Agency’s Responsibility,” Wisconsin Lawyer Magazine, Vol. 77, No. 8, August 2004. Linda works in NCALL’s Madison office.

Ann Turner has trained extensively throughout the United States on abuse in later life issues.  She has been working with the Wisconsin Coalition Against Domestic Violence (WCADV) since 2002 and is currently working with the National Clearinghouse on Abuse in Later Life (NCALL).  As the Elder Services and Advocacy Coordinator, Ann is responsible for nationwide leadership within the domestic violence and sexual assault movements on enhancing safety and the quality of life of older victims and survivors.

Ann has been working in the domestic and sexual assault services field since 1981. She worked with others in a small rural area of northwestern Wisconsin to start a domestic and sexual abuse service agency and served as the executive director of the program for 20 years. Ann received the Bonnie Brandl Outstanding Systems Advocate Award from the WCADV in 1991, and in 2001 received a blanket, a symbol of honor, from the St Croix Ojibwa Tribe for her work with the tribal community. Ann’s office is located near Minneapolis, Minnesota.

In her role as the Program Assistant for the National Clearinghouse on Abuse in Later Life, Sara Mayer provides clerical and program support to NCALL staff.

Sara has more than 10 years of professional writing experience and also brings to the position experience as a webmaster, graphic designer, media and communications liaison, and copywriter.  She also has experience in preparing presentations for events, fundraising, and organizing and managing projects. Sara works in NCALL’s Madison office.
